I think, in this context, "rare" and "common" are meant to be used
relatively, rather than absolutely. For example, if the entire
universe consisted only of Earth, we would say that life is
ubiquitous. So, to take your 10% number, that would be the equivalent

The point is just to go through the exercise of evaluating the accounts as
objectively as possible and see if we can come to a consensus based on that
objective evaluation.

My thought is that the Roman soldiers were typical of men who wanted to
be somewhere else, looked at someone and assumed he was dead, felt
pressured when those with high authority permission arrived to take the
body and were subject to bribery.
