I wasn't able to find Targan, just Targus (sells external power supplies for laptops) and Tagan. Tagan has been made by a couple of different companies, including Topower and Impervio (the latter recently merged with Enermax). Tagans used to be the best Topowers.
I would try to find something made by Enermax, Delta, Seasonic, Enhance, Fortron-Source, or any company on the preferred list of JonnyGuru.com . The actual manufacturer can usually be found at UL.com (use the Exxxxxx file number) or CSA.ca (the Lxxxxx number), but some companies, like Antec have their own numbers, even though their products are made by Seasonic and Delta.
The most reliable PSUs will have capacitors made only by Samxon or Japanese companies, but that information isn't available unless you open the them or find the information from reviews at places like XbitLabs.com, JonnyGuru.com, or HardwareSecrets.com.

I assume you meant Tagan. Targan make cases. Back in January I was looking at buying Tagan's 1300W unit among other parts for a new build. The enthusiasm when South when seeing Tagan's rather unique workmanship. ( http://tinyurl.com/yldqqmn ) I went for another brand of PSU. Mine is a 1200W Thermaltake Toughpower. Not many people open their PSUs to judge the workmanship. A few hardware review sites do. Perhaps it's pure coincidence that this one PSU slipped through Tagan's QA and just happened to be the one that was sent to HardOCP, but that kind of thing turns me off a company for years.
